Lake Macquarie City Council offers development concept and pre-lodgement meetings for medium or major development.
These services are to assist you with the lodgement of a complete and comprehensive application, resulting in a faster process.
It is a requirement to seek preliminary advice from the duty officer prior to booking a concept or pre-lodgement meeting.
The Duty Officer will offer tips on where to find relevant information for your development within our Local Environmental Plan (LEP),Development Control Plans (DCP) and Development Guidelines.
Minutes of concept and pre-lodgement meetings are provided. While these minutes reflect the discussion of issues identified at the meeting, they are not to be read as all-encompassing issues relevant to any future development application. Council staff reserve the right to highlight additional matters that are generated by the formal assessment process.
Development concept meeting
The concept meeting aims to provide preliminary discussion on broad concepts and site constraints for a proposed development.
The meeting with one of Council's Development Assessment Officers is informal, with no fixed agenda and no plans submitted prior to the meeting.
Key points from the meeting with a Development Assessment Officer are documented and distributed to attendees. This information will assist you develop the application to pre-lodgement stage.
Bringing plans to the concept meeting is an option to assist discussions, not a requirement.
If you have detailed plans and require more specific development advice, we recommend you book a pre-lodgement meeting.
The purpose of a pre-lodgement meeting is to assist you to prepare a full and detailed development application.
Before booking a pre-lodgement meeting, we recommend you research and obtain preliminary application requirements and planning controls for your proposal. These will be used at your pre-lodgement meeting.
While there is no guarantee the outcome of your development application will be a favourable determination, a pre-lodgement meeting is beneficial as council officers can provide early comments on your proposal and specific investigations. We also highlight any major concerns or issues that you need to address prior to lodging an application.
Pre-lodgement documentation and payment

Pre-lodgement documentation, including a Pre-lodgement consultation service agenda, needs to be submitted to Council two weeks before the meeting and payment of the pre-lodgement fee is required one week prior to the meeting.
Your first pre-lodgement meeting will be booked for one hour. If you require additional time, you should request it at the time of booking.
Additional time is chargeable per 30 minutes. Meetings that go over the scheduled time will be charged at the scheduled rate per 30 minutes (or part thereof).

Alternatively, call our Customer Service Centre on 02 4921 0333, from 8am to 5pm, Monday to Friday.
If using Online Services, you will be required during the booking process to:
- attach and submit required documentation (pre-lodgement meetings only)
- pay the fee for the meeting.
