Apply for a Construction Certificate

A Construction Certificate certifies that your chosen design and construction materials comply with the Building Code of Australia, and associated standards and codes, and the development is consistent with your Development Application. 

You can apply for a Construction Certificate as part of your Development Application, or after your Development Application has been approved.

You can get a Construction Certificate online through Council or by engaging a private certifier.

Step 1.Register or Sign in

To apply for a Construction Certificate online, you must be registered with Council's Online Services. Registration can take up to one business day to process. If you are already registered and would like an update on your Construction Certificate please sign in.

Step 2.Gather your documents

The type of information that accompanies a Construction Certificate will vary depending on your proposal and site. This may include:

  • Owners consent
  • A Statement of Environmental Effects (SEE)
  • Site survey
  • Site analysis
  • A BASIX certificate - a basix certificate is an energy efficiency report for a new home or alterations and additions greater than $50,000 that demonstrates its sustainability
  • Other plans such as landscape or drainage plans
  • Specific technical reports

Your Construction Certificate should address all relevant matters, up-front, in your Statement of Environmental Effects. This will help to avoid additional information requests, and will help to ensure an efficient and smooth process.

A range of plans and documents, as outlined in Schedule 1 of the NSW Environmental Planning and Assessment Regulation 2000, must be submitted with your application. The specific plans and documents required will vary depending on your development.

Step 3.Apply

Once you've registered and gathered your documents, you can apply online for a Construction Certificate. You'll need to upload electronic versions of the required documentation in order to complete you application.

Step 4.Pay

Lodgement fees will be calculated by Council staff and provided to you in writing after we've received your application for a Construction Certificate.

Your Construction Certificate will not be issued until all outstanding fees have been paid.

Subdivision applications

A Subdivision Construction Certificate is a rare application type. Please contact our Customer Service Centre on 4921 0333, Monday-Friday, 8am-5pm, and ask to speak with a Duty Officer to discuss your needs.

Step 2.Gather your documents

Applications for a Subdivision Construction Certificate must be accompanied by:

  • a site plan
  • detailed engineering plans that may include but not be limited to:
    • earthworks
    • roadworks including pavement designs, interaction treatments, signage and line marking
    • access ways or driveway details
    • stormwater drainage details and calculations
    • landscaping or street tree planting details and specifications
    • sediment and erosion controls works
    • a construction management plan
    • vegetation management plan
  • public liability insurance (minimum $20 million)
  • any specific details required to be submitted in accordance with conditions of development consent
  • details about the payment of the Building Construction Industry Long Service Leave Levy for building works as required (if already paid)

Step 3.Apply

Once you've registered and gathered your documents, you can apply online for a Subdivision Construction Certificate. You'll need to upload electronic versions of the required documentation in order to complete your application.
