Building and Development Process
Thinking of building or developing?
You need to establish what you may build on your land, and if you need Council consent to do so. The chart below shows the steps involved in the development application process.
- Preliminary Consultation & Preparation
- Research your proposal and/or complete your customised development application form using our Development Planning service.
- Have a question? Contact our Customer Service Centre on 4921 0333.
- Attend a Pre-Lodgement Meeting (for some applications).
- Lodgement
- Lodge your application in person:
- at Council's Customer Service Centre counter; or
- at a Lodgement Interview (for some applications)
- Lodge your application in person:
- Notifications & Submissions
Council will:
- Notify adjoining properties.
- Undertake internal and external referrals.
- Make submissions received available for viewing on the internet.
- Provide progress of your application through Application Tracking.
- Assessment
Council will:
- Undertake a site inspection.
- Complete formal assessment using relevant legislation.
- Liaise with applicant/s.
- Consider amendments to design.
- Complete a report with recommendation:
- approval (with conditions)
- refusal (with reasons)
- Determination
- A delegated officer or the elected Council will make the decision.
- Written notice is provided to applicant & objectors.
- Applicant may seek:
- Review of Determination
- Modification of Consent
- Appeal to the Land & Environment Court
- Construction Certificate
- Appoint a Principal Certifying Authority (if not already appointed).
- Obtain a Construction Certificate from Council or another accredited certifier, before work commences (if not already obtained).
- Ensure all construction plans and specifications comply with Building Code of Australia.
- Development Commencement
- Lodge Notice of Commencement at least 2 days prior to commencing works.
- Undertake construction in accordance with your approved plans and conditions.
- Ensure mandatory inspections are undertaken and certified by the Principal Certifying Authority.
- Development Occupation/Use
Council will:
- Undertake completion inspection.
- Issue an Occupation Certificate (Interim/Final).
- Issue orders and/or penalty notices for any non-compliance with approved plans.
- Undertake ongoing monitoring of development consent/ approval.
