12STRAT023      Motions to the 2012 Local Government Association of NSW Conference, Dubbo – 28 to 30 October

Council voted to put forward a motion to the conference on A New Planning System for NSW – Green Paper.The motion to be submitted is:

That the Local Government Association calls on the NSW Government to work with Local Government immediately to ensure:

1)      Councils' decision-making responsibilities are not diminished in the drafting of the White Paper and Exposure Bill for the new planning system. Particular concern is raised with the following proposals in the Green Paper:

  1. Deemed approval provisions for merit-assessed development that has not been determined in 21 days.
  2. Encouraging reliance on unelected Expert Panels in lieu of Council assessment of development proposals.
  3. Reducing Council and community involvement in decision-making, particularly at the local level.

2)      Councils have adequate capacity to levy development contributions to provide the necessary facilities and services to ensure the social sustainability of future communities. Particular concern is raised with the option under strong consideration for development contributions within the Green Paper.

 

Council considered the following items tonight, and a final vote will take place at the next Ordinary meeting on Monday 27 August.
